Himachal Pradesh MBBS Counseling 2021 Open

The Atal Medical and Research University, HP will be conducting the counselling on behalf of the Government of Himachal Pradesh (Department of Medical Education & Research) through Centralized Counselling Committee constituted by the Government of Himachal Pradesh, Himachal
Pradesh for filling-up of State and Management/NRI Quota seats in Government Medical/Dental Colleges including private un-aided Medical / Dental Colleges of the State of Himachal Pradesh on the basis of qualified candidates of NEET-UG-2021 conducted by the National Testing Agency. The said qualified candidates are required to apply online only by using the website of the University within stipulated
period.

This centralized Online counseling shall be conducted for 85% State Quota Seats which includes the reserved seats of Children of J& K
Migrants, Children of Tibetan Refugees,NRI and Economically Weaker Sections(EWS) in Government Medical/Dental Colleges and the seats in respect of Private Un-aided Medical/ Dental Colleges, the aforesaid seats (100%) shall also be filled up as per distribution of seats given in the prospectus through this counselling.

Eligibility

a) Eligibility for the State Quota Seats:

a) The children of bonafide Himachalis who have passed at least two exams (out of middle or equivalent/matric or equivalent/10+1 or equivalent/10+2 or equivalent) from the recognized schools or colleges situated in the State of Himachal Pradesh and affiliated to ICSE/CBSE/HPBOSE or equivalent Boards/Universities established by law in India. Provided that the bonafide Himachalis students who are admitted to Navodya Schools situated in Himachal Pradesh and who have passed matric or +2 examinations under the exchange programme from other Navodya Schools in the Country shall also be eligible for admission to the above courses.

b) The children of parents who are not bonafide Himachalis and who are Central Government employees (like those of All India Services/Central Civil Services) OR employees working within the State of Himachal Pradesh in Autonomous Bodies/Institutions/Organizations/Semi Government Bodies established by Central/Other State Governments OR Serving Judges of the Hon’ble High Court of Himachal Pradesh OR Regular employees of Himachal Pradesh Government/H.P. Government Undertakings/Autonomous Bodies wholly owned by Himachal Pradesh Government shall be eligible for admissions in State Quota seats subject to fulfillment of following conditions:-

  • The employee should be working for a period of continuous two years  within the State of Himachal Pradesh in preceding four years on or
    before 1 st January of the year of passing 10+2 examinations and.
  • His or her child should have passed 10+1 (or equivalent and 10+2 (or equivalent) from the recognized schools or colleges situated in the State of Himachal Pradesh and affiliated to ICSE/CBSE/HPBOSE or equivalent Boards/Universities established by law in India.

c) Children of regular employees of Himachal Pradesh Government/H.P. Government Undertakings/Autonomous bodies wholly owned by Himachal Pradesh Government shall be exempted from the schooling condition for eligibility for State Quota seats subject to the fulfillment of  following criteria:

  • Such employees have been holding posts outside Himachal Pradesh on  or before 1st January of the year of passing 10+2 examinations for at least a continuous period of three years

d) The children of bonafide Himachalis who are working with the Central Government/Undertakings or Autonomous bodies established by the Central Government shall be exempted from the schooling criteria to gain eligibility for admissions under State Quota Seats.

Provided that such employees should be working/posted outside the State of Himachal Pradesh on or before 1st January of the year of passing  10+2 (or its equivalent) for at least a continuous period of three years.

e) The children of bonafide Himachalis who are working outside the State of Himachal Pradesh with other State Governments/Undertakings of Autonomous bodies established by other State Governments shall be eligible for State Quota Seats in the State of Himachal Pradesh provided that their child is not eligible for the State Quota in the State where their parents work and a certificate to this effect duly issued and certified by the Director Medical Education of that State for the relevant academic year shall be required to be submitted

f) The children of bonafide Himachalis who are serving in Indian Defence Services/ Ex-Serviceman/Para Military Forces shall be unconditionally exempted from the schooling criteria to gain eligibility for admissions under State Quota seats.

 

b) Eligibility Criteria for Management Quota Seats

a) The Management Quota Seats in Private un-aided Medical/Dental Colleges in the State of Himachal Pradesh, shall be filled up from the qualified candidates of NEET-UG-2021 in order of common merit drawn by the University for which there will be no condition of schooling and Bonafide Himachali. Under this quota, both Himachali and Non-Himachali (Indian National) interested candidates can apply online for admission to MBBS/BDS courses through Centralized Counselling subject to fulfillment of minimum educational qualification and age etc. as prescribed in the prospectus.

b) Must have fulfilled all eligibility criteria mentioned in the NEET UG-2021 information bulletin and qualified NEET UG-2021 examination.

c) The eligibility criteria of age for NEET UG–2021 Uttarakhand State centralised counselling will be as per the latest guidelines /order of NTA (NEET UG-2021 examination conducting body)/Hon’ble courts/ NMC/ DCI/Government of India.

 

c) Qualification

The candidate must have passed in the subjects of Physics, Chemistry, Biology/Bio- technology and English individually and must have obtained a minimum of 50 % marks taken together in Physics, Chemistry, Biology/Bio-technology at the qualifying examination. In respect of candidates belonging to scheduled Caste/scheduled Tribes or Other Backward Classes, the marks obtained in Physics, Chemistry, Biology/Bio-technology taken together in qualifying examination be 40% instead of 50% for General/EWS candidates. Further, for Persons with disability, the minimum of 45% marks for General-PH & EWS-PH.

 

d) Age Criteria

The eligibility criteria of age for NEET UG–2021 Uttarakhand State centralised counselling will be as per the latest guidelines /order of NTA (NEET UG-2021 examination conducting body)/Hon’ble courts/ NMC/ DCI/Government of India.

HP Bonafide/SC/ST certificates should be issued on or after 1.1.2012 by the competent authority and in the case of other reserved categories i.e. Other Backward Classes/ Wards/Widows of Ex-Servicemen/Wards/Wives of Defence Personnel/Ward of Freedom Fighters/ Backward Area/Persons with Disability (PwD)/Single Girl Child/Children of J & K migrants and children of Tibetan Refugees/EWS, the certificates should be issued on or after 1.7.2020 by the concerned competent authorities. However, the IRDP/BPL categorycertificate should be issued by the competent authority duly signed by the Block Development Officer within six months along with certificate as per Appendix-12(b).

Counselling Round 1

  • It is mandatory to take admission in First Round. If any Candidate does not take admission in first round, he/she will not be allowed to fill choices in second round.
  • Candidates who are not admitted anywhere in fist round will be required to deposit token money as described in prospectus before filling choices in second Round

 

Counselling Round 2

After completion of 1st round of counselling, the 2nd round of counselling shall be conducted as per schedule by the University and the online counselling form shall be made available on the University website. Candidates are required to fill up fresh choices/preferences of course, college(s) and quota within stipulated period for provisional allocation against vacant seats.

 

  • If candidate is satisfied with his / her seat allocated during the 1st round of online counselling, he/she is not required to participate in the subsequent round of online counselling.
  • Shifting/up-gradation from one Medical/Dental colleges to another colleges and course shall also be made during the 2nd round of counselling

 

Counselling Mop-Up Round

After completion of 1st and 2nd round of counselling, the schedule for Mop-up round of counselling shall be issued by the University and the online counselling form shall be made available on the University website. Candidates who are eligible for participating in the mop-up round of online counseling are required to fill
up fresh choices/preferences of course, college and quota in the online application form within stipulated period for provisional allocation against vacant seats along with requisite amount as prescribed for token amount of fee, as applicable.

If candidate is satisfied with his/her seat allocated during the previous rounds of online counselling, he/she is not required to participate in the subsequent round of online counselling. No inter-se-shifting from one Government Medical College to another Medical College shall be allowed during the mop-up Round of Counselling as per MCI/ NMC guidelines. However, shifting for up-gradation of course and quota from private Dental Colleges to Govt. Dental College and Govt./Private Dental Colleges to MMMC. Solan and Govt. Dental College/MMMC, Solan to Govt. Medical Colleges in order of merit-cum-choices/preferences of the course, college & quota shall be allowed

Candidates who had not participated/allocated seats in the 1st and 2nd rounds of counseling can also participate in the mop-up round(s) of counseling as per their AMRU merit Rank

 

Security Fee (To Be Paid In / After Round 2)

Candidates those will be allocated seats during the 2nd round of counselling are required to remit following token amount/Registration fee while filling up their online counselling form as per their choice/preferences of course, college and quota, failing which no seats shall be allocated to them. However, the candidates already admitted during the 1st round of counseling in the Government Medical/Dental Colleges including Private Dental Colleges are not required to remit the following token amount of fee while filling the counseling form for 2nd round of counseling.  In the case of MMMC Kumarhatti for 2nd round of counseling, the candidates already admitted in Govt./Private Dental colleges during 1st round of counseling are required to remit the following token amount of fee:

  • Government Medical Colleges= Rs.10,000/- (for SC/ST/OBC= Rs.5000/-).
  • Government Dental College = Rs. 20,000/-
  • Private Dental Colleges= Rs. 50,000/-(State & Management quota)
  • MMMC Kumarhatti, Solan (State & Management Quota)= Rs.1,00,000/-

 

Forfeiture of Fee

In case, any of the candidate will not join the course in the allotted college within stipulated time, then his/her amount of aforesaid fee shall be forfeited. 

Candidates those will be allotted seats to MBBS course in MMMC, Kumarhatti, Solan during 2 nd round and mop-up round of counseling (State/Management Quota) and if they do not join the course within stipulated period, then the token amount of Rs.1,00,000/- (Rupees one lakh only) paid by them shall be forfeited.

Similarly, the candidates seeking a fresh admission to BDS course under State/Management Quota in Govt. Dental/private Dental Colleges during the online 2nd round and subsequent rounds of online counselling, a token amount of tuition fee as prescribed in the prospectus shall be remitted by the candidates while filling up their online counseling form as per their choices/preferences, failing which no seats shall be allocated to them. Candidates not reporting for admission within the stipulated period, the token amount of fee shall be forfeited, however the candidates those not allotted seats during any round of online counselling, their amount of fee shall be refunded without any deduction.

 

Refund of Security Fee

In case of candidates who have not allocated seats in any round of counselling, the amount of fee shall be refunded without any deduction after completion of admission process tentatively within two months for which the candidates are required to apply on the prescribed format as per Appendix-27 given in the prospectus. The University shall transfer the amount of admitted candidates to the colleges concerned after completion of admission process tentatively within two months.

Documents Required at the Time of Reporting to Allotment College

  • Admit Card issued by the National Testing Agency for NEET-UG-2021
  • Details marks card of NEET-UG-2021 with merit ranks.
  • A certificate of having passed the qualifying examination i.e. 10+2 or its equivalent examination as mentioned under para-4 of “Eligibility and Qualifications”
  • Detail marks sheet of 10+2 or its equivalent examination
  • A certificate of good conduct/character from the Principal of the School/College where the candidate studied last as per Appendix-19
    followed by a separate latest Character certificate from the Tehsildar/SubDivisional Magistrate of the area concerned. In the case of candidates already admitted in BDS course in H.P.Govt. Dental College, Shimla or any other private dental college of the State, they shall have to produce character-cum-NOC from the Principal of the concerned college, failing which their admission can be withheld
  • A certificate of having passed the Primary (in case of backward Area Category) School examination from the recognized School showing the place of School situated
  • A copy of Matriculation/Higher Secondary Part-I/ Indian School Certificate showing the date of birth. No other certificate in respect of the date of birth shall be entertained.
  • Copies of certificates of having passed the Middle/Matric/+1/+2 or its equivalentexaminations from the recognized School(s) showing therein the place of School situated for determining the eligibility condition (State Quota Seats) of passing two exams from the school(s) situated in the State of H.P. as per eligibility criteria of the prospectus, as applicable. In case, the candidate has not passed his/her 8th & +1 examination from the recognized Boards, he/she may obtain the certificate to this effect from the Principal of the concerned School.
  • A certificate of being a Bonafide Resident of Himachal Pradesh from the Sub- Divisional Magistrate/Executive Magistrate/Tehsildar of the area concerned only to which the parents/guardian of the candidate belongs is required on the prescribed format at Appendix-1 of the prospectus.

 

Note: It should be signed not countersigned. Permanent address of parents/guardian as shown in application form would be considered to be permanent residence of applicant’s parents/guardian

OR

  • In case of candidates seeking admission against reserved seats for SC/ST/OBC/Ward of Freedom Fighters/ Widows/Wards of ExServicemen/Wards/Wives of Defence Personnel/Backward Area/  Persons with Disability (PwD)/Single Girl Child/Children of J & K Migrants/ Children of  Tibetan Refugees and Economically Weaker Sections/IRDP/BPL, a certificate to this effect, as per his/her applicability of the category from the competent authorities are required to be submitted on the prescribed formats as given in the prospectus at Appendix -2 to Appendix-12(a) & (b) .

  • Certificate of being children of those parents who are not Bonafide Himachali and are employees Central Government working in Himachal Pradesh (like All India Services/Central Civil Services)/Employees working within the State of H.P. in Autonomous Bodies / Institutions / Organizations / Semi-Government Bodies established by Central / Other State Governments / Serving Judges of the Hon’ble High Court of H.P./Regular employees of Himachal Pradesh Government/H.P. Government Undertakings/Autonomous Bodies wholly owned by H.P. Govt. on account of their service/posting in the State of H.P. is requiredas per Appendix-13 of the prospectus (if applicable)
  • Certificate of being child of Bonafide Himachali who is regular employee of H.P. Govt./H.P. Govt. Undertakings/Autonomous Bodies wholly owned by H.P. Govt. who is holding the post outside Himachal Pradesh for claiming  exemption from passing 2 exams out of 4 exams from H.P. Schools is required as per Appendix-14 (if applicable).
  • Certificate of being child of Bonafide Himachali who is an employee of Central Government/Undertakings/Autonomous Bodies established by the Central Government and is working/posted outside the Himachal Pradesh is required as per Appendix-15 (if applicable)
  • Certificate of being child of Bonafide Himachali who is working outside the State of H.P. with other State Governments / Undertakings / Autonomous Bodies established by other State Governments for claiming exemption from passing 2 exams out of 4 exams from H.P. Schools is required as per Appendix-16 (if applicable).
  • Certificate of being child of Bonafide Himachali who is serving in ParaMilitary Forces (Govt. of India) for claiming exemption for passing 2 exams out of 4 exams from H.P. Schools is required as per Appendix-17 ( if applicable)
  • A copy of equivalence certificate issued by the H.P. Board of School  Education, Dharamshala in the case of candidate having passed their  10+2 examinations other than H.P. Board of School Education, Dharamshala/ CBSE/ICSE
  • Affidavit on plain paper indicating that the advantage of domicile State is being taken in Himachal Pradesh only and nowhere else as per  Specimen attached at Appendix -18 (original).
  • Four copies of passport size colour photograph.
